Доц. Киселова: Промените в Закона за хазарта бяха приети по противоконституционен начин

  • Президентът Румен Радев няма да наложи вето на промените в Закона за хазарта, с които се въвежда почти пълна забрана на рекламата на хазарт и таван за надценка на хляба.
    "Разпоредбите и начинът, по който беше приет Законът за изменение и допълнение на Закона за хазарта и тези, които слагат надценка на хляба като таван, бяха приети не по правилата на Конституцията и правилника на Народното събрание, но очаквано президентът забави максимално дълго, до възможно най-крайния срок - утре трябваше да бъде обнародван законът или да бъде наложено вето, за да могат тези, които биват засегнати от законите, да съобразят поведението си", каза конституционалистът доц. Наталия Киселова в студиото на "Денят ON AIR".

    Аз не разбирам - защо да налага вето на нещо което е добро за обществото като цяла? Безброй вредни за народа закони се приемат нелегално, а сега в полза и нека е скандал?

    I don't like price controls applied the way they are. We need to change to a different - 2 track system. There is the open market where prices are free and price control only for certain populations. For example, you can have one price for the people receiving subsidies and then open market price. The price for subsidized people (poor, retired, etc) should be at cost. The model utilized there should be Costco. These people have a card and they shop in specialized Costco like stores and they can only use the government issued payment card. No other cards are accepted at that store. In that store they only purchase goods which are sold at cost (ie no profit for the producer or the distributor). BUT regular people can't shop in these subsidized stores - VISA and Mastercard don't work there. Those SUBSIDIZED stores can be run by private companies like Costco and the membership fee is paid for by the state. For everybody else, we utilize open market economy.
    The "social state" in its ultimate form is a 2-tier state - one state for the subsidized people on UBI and a second state for unsubsidized people. In 2024, it is super easy to create a government payment card, distribute it to the subsidized people and then have stores (or even hotels) that only accept that card as payment. In this 2-tier state, subsidized people you have price control (or sales at cost) for the subsidized people and free market for everyone else.
    I estimate this type of setup to be an equivalent to about 10% tax on corporations. We will completely eliminate this price control vs market debate. You have 2 constituency - one which is not economically viable and a 2nd which is - and each needs a custom economic implementation. We keep bundling the two constitutions with a unified set of policies and that will never work.
