Dictators are brutal, but the degree of brutality varies depending on the strength of the opposition they face. Stronger opposition often prompts harsher measures to maintain their regimes. In Arab countries, the strength of opposition to dictatorships differs, influenced by local realities, which in turn shapes the level of brutality these regimes exhibit.
