I worked for Baskin-Robbin’s in high school and no, it doesn’t have a liquid. They are used because they are easy to measure the correct weights (we had two sizes for the two different weight scoops). The scoops sit in running water, which is why it glides through the ice cream. Just get your scoop a little wet and it will do the same.
I saw the same thing at my local ice cream parlor too. Theirs scooper doesn’t have that liquid in the handle either, theirs is exactly as you described it.

I tried this new ice cream shop in my town and got a cone. I was massively disappointed when I realized by 1 scoop they meant literally 1 round scoop sitting on top of the empty cone. Wtf am I supposed to do with that? Never went back.
Cones were originally designed to catch your icecream in it as it melts. So unless you bite your icecream scoop in 3 bites and don’t lick it like was intended way way back when then of course it’s not going to be filled. Also they base their prices off of how much a scoop weighs so if you want it shoved in the cone you will likely end up with a smaller ball sighting on top since you should only be getting the amount you payed for not the amount you think you should be getting. Work in icecream if you need to understand this. It’s simply the food industry…
Plus if you notice all the ice creams in this video are much softer than I ever did, my forearms are very uneven from which arm was my scooping arm. So when icecream is hard, thick, creamy, and quality like it should be and not the light watery stuff you get at the store then trust me shoving ice cream in the cone will just break the cone every time!

In Germany both are used at ice cream parlours (Eisdielen). Either scoops as seen in the video or scoops with an ejector. The ones with an ejector leave the core hollow too. Which is why I find getting gelato in Italy the best bc the portions are usually more generous 🤤

ive actually had a hunch about this that ive just recently confirmed and am working on a video about but TL;DR there's more to the scoop than just the internal fluid for its functionality
They work kind of like heat pipes do in computers where they are excellent conductors of heat on the inside. but yes they can wear out over time and get damaged from overheating.
as someone who worked in an ice cream shop, we do have different scoopers, but I can confirm we did have that one and that one was our best scooper, and it always made the cleaner scoops
If u like harder ice cream I recommend going to a gelato shop, where I go they usually just scoop it using the regular hollow semi circle scoop so the ice cream is nice and hard

No it's not water, water is a terrible heat conductor, it takes a massive amount of energy to heat water up so it wouldn't work like what is shown in this short at all if there was water inside.
As someone who has worked with ice cream at 2 jobs, if thats the real secret behind those they SUCK. I think the smooth scoops you can get comes from the temp of the ice cream, not the scoop

Ice cream scooper here. We actually have a device attached to the ice cream cooler on our side the shoots out hot water when you press on it. This not only acts as a cleaner, but aids in scooping through rock hard ice cream. Im sure there is a special liquid inside, but its not your hand that heats it up. Our body temp is not enough to warm up the liquid enough to be efficiant at scooping. It would cool off the second it touches the icecream.

Here in argentina they don't use them because of the airpocket it leaves inside, the ice cream here is bought by kilos.
In Italy, they use spatulas and in Germany, we have portionisers, that eject the ice cream without melting the surface or trapping an air pocket
