So with serum its a weird. There's a couple different ways of getting it. The easiest is your daily quest. I believe once you hit level 2 or 3 in your faction base you start getting these daily quest(this quest does not come from the announcement board, they just show up in your tasks). Then you got 3 weekly quest(from the announcement board). One of the weekly quest is locked behind premium. So if you have premium you can get 16 serum a week. without premium you can get 13. Now if you are in a clan you can get up too another 10 serum a week. Depending on how your clan does. So you could get up too 23 serum a week without premium and 26 with premium. Then there is way to gamble for serum. In session battles you have 'Combat Set" every 10000 points you basically "level it up" and get rewards. There is a small chance at getting serum from these "level up" rewards, but on top of that you get a crate called "Battle Pack" inside these crates there is a another small chance at getting serum. You can buy these crates off the AH, and you can sell them. Then last but not least you can craft them in the hideout. Its not worth it at all to craft them. Just cost way too much right now.
