I don't understand when you charge the samsung phone with the QC.3-8 socket it sends 9 volts but isn't it dangerous instead of 5 volts ?

No there are different charge methods used by modern phones fast charging compatible devices communicate with the device the correct voltage and current it can accept and then the charger delivers the appropriate values 5, 9 or 12 volts can be used depending on the device this allows it to charge faster, usb C can charge upto 20v
