It depends on the criteria - is it the 'power rankings' based on how teams have performed throughout the rd robin or 'where they are now'? The rankings at start of championship might not be best now or at the end. I think 'where they are now' it's Limk, Cork, Clare, KK, Wexford, Dublin.
Winning an All-Ireland for winning Munster finalists will be very difficult.
For Limk to win Munster & AI they'll have to beat Clare-Cork-Clare (probably/based on bookmakers odds)
Clare will have to beat Limk-Cork-Limk (based on bookies odds).
For Cork to win an AI they'll have to beat Offaly-Dublin-Limk-Clare.
Beaten Munster finalists will have to beat Laois-Wexford-KK- Cork or Clare or Limk.

I think Cork on a good day could take out any of them ...and might well do.

Limerick are still the mighty but only Cork can take them. Clare have been found out already and have a manager that made too many mistakes in 4 yrs to be classed as top flight.

Your analysis is very good however no mention of KK, I guarantee the Cats will peak at the right time this year and will be extremely difficult to beat, we have the history and are the aristocrats, Limerick are great fully funded outfit beyond the norm, supremely tactical but it’s time for a change for the sake of hurling, under 20s final was real hurling hate this short possession game will kill off hurling if it’s a norm, battle it out best team wins.
