Maybe it’s because of the plugin limitation of the game engine that’s around 140 in the base game. You can try to rise the limitation to 255 like in Skyrim by installing FNV Mod Limit Fix on the Nexus. If you’re not allowed to install mods that are pluginless it’s very strange
