He's mostly a buff unit, but certain enemies (mostly bosses) have no souls or are basically complete evil, so he can do massive damage to them. He also has a combo attack with another unit.
Old comment but it he is a support unit, it is mostly due to be in line with his series Macross 7 where his is a super pacifist, he doesn't believe in might so he "attacks" with music instead. Given the irony his voice actor also voices Axel.

Also worth mentioning: in most SRW games with Basara in it, Basara's debuff moves have a unique interaction with Zentradi units, as a nod to the legacy of 'music' in the Macross series. In the original Super Dimensional Fortress Macross, the Zentradi are a warmongering race of space giants with literally no concept of culture outside of warfare. The lynchpin to the SDF-1 Macross's victory against the Zentradi was the introduction of Lynn Minmay's music to the Zentradi forces. The sound of music was so foreign and alien to them that they experienced aggressive culture shock, with many Zentradi defecting, fleeing, or mutinying against their commanders. To represent this, Basara's attacks, which normally deal zero damage to enemies, will deal _full_ damage to Zentradi. Any Zentradi defeated by Basara doesn't explode; they simply leave the battle. Other Macross units in SRW with music-based attacks can deal damage to Zentradi in a similar fashion.
