Yeah. It's depends on source of light and also on how fast your sensor reads. Flicker bands are due to the way sensor reading pixels (line by line). If flicker only depends on source, then why our bare eyes and global shutter cameras can't see the flickers? Global shutter (flicker free) will read the light when the source is on full peak after the flicker. I hope you understand.

Mech shut upto 4000 thaan pogum, Elect shutter upto 1/16000 pogum. But in Canon flash won't fire in Electronic shutter, 1st curtain electric shutter, Silent shutter.
