Answer is Both side, Why it’s important, Suppose Pointsman is showing Danger Hand Signal on the Off Side. That’s why it is important. Practically whatever possible- Do the best of you.
As a SM - it is very common doubt In case of stabled load we are not able to watch the train completely but still we should come out and observe the train as much as possible. This is the spirit of the rule. Means we both (SM & PMan) should stand to watch the train whatever possible.
Sir one doubt. In a three line station(1-main line, 2-loop lines). If loop line-2 is occupied by a train and main-line is set for through-signal is POINTSMAN to exchange the all right signal by standing in between those two trains(main-line and loop-line 2) or the same rule will be applicable as you mentioned in SM case.

But for practical safety point of view LPs and Gds do Exchange All Right Signal
