Looks like a Chinese made machine to me. My experience with them is they are not very consistent from day to day operation. Maybe some of the Chinese machines are better than other Chinese machines in the industry. My experience with them is they can't handle 3 mm PVC banding. Guillotine can't cut the material.
I have experienced the same at my work with 3mm tape. Sometimes it cuts it sometimes it doesn’t. My theory is air pressure fluctuations. There is a 3mm flex tape made though that is easier to work with.

Make the conveyor in the loop. This will enhance the efficiency by two times. I implemented the same in one of my previous company.
