In which case the the Nitrox markings must be removed. A student may not use a tank labeled for enriched air, unless they have received additional training. This training can occur concurrently with open water certification. I am a military certified diver, PADI Staff Instructor, Rebreather Instructor, together with other instructor certifications.
Your information is incorrect. Check your sources. Again, this student is breathing air, 20.9% oxygen, which in no way invalidates use of a Nitrox labeled cylinder. I, too, have many advanced certifications including instructor trainer plus three instructor certifications.

You can fill a tank to Nitrox 21 from a Nitrox compliant source without invalidating it's certification. However if it is filled from a non compliant source it must be re-cleaned and certified by a person authorized to do so, to be Nitrox compliant (yes I've had to do that) I am also TDI gas blender instructor.
It all depends on how the Nitrox is made. Some dive shops use partial pressure blending which adds an amount of 100% oxygen and tops up the tank with regular air to obtain the desired blend. This requires a tank that is oxygen clean. Other forms of Nitrox (reverse osmosis and constant blend) usually do not require an oxygen clean cylinder.
