    Consider can be broken down more no? Con is a word, so would con not be a morpheme? Or must we break down the whole word so it wouldn't work in this case?

      Hey, in case you're still interested in knowing why:
      "consider" without "con-" would be "sider" which is no real word. Therefore "con" can't be excluded.
