It’s Friday. Time for another weekly update.
Fourteen and a half percent. That’s the property tax increase that would be needed to fund the Sheriff’s pay raise request. As you’ve seen in the news, the Sheriff and I are involved in a disagreement over KCSO pay for the upcoming fiscal year. I have proposed an 8% increase for patrol and corrections officers below that rank of captain. That number would be the highest single-year year increase in County history. The Sheriff wants a 30% increase for those positions, 10% for captain and above, and 5% for his civilian employees.
Now, you may have heard that it would require a 7 cent, or 4.5% property tax, increase to fund the Sheriff’s proposal. That’s not correct. It’s almost triple that because the 7 cent number doesn’t include long-term pension costs.
On Wednesday, we received pension figure from the folks who manage the County’s retirement programs. It’s huge. To fully fund our pension obligations under the Sheriff’s proposal, we would need to raise property taxes another 15.4 cents, bringing the total amount to a 14.5% property tax increase. That means the average homeowner would pay about $235 more each year in property taxes.
But the Sheriff’s proposal causes another issue. The rest of Knox County employees are only receiving a 3% raise, except for teachers who are getting 4%.
Our people work hard and, sometimes, in difficult, even dangerous circumstances. In the past few years, two Public Works employees have been seriously injured on the job: one was hit by a car while mowing and the other had his leg shattered while repairing a guardrail. Last year, a Parks employee was assaulted. Library staff contend with vagrancy, drug use on their premises, and the homeless. Convenience center operators are often yelled and cursed at, and they make less than $29,000/year. The personnel at the Regional Forensic Center, especially the death investigators, witness things that no human being ever should. Over the years, Trustee employees have had guns pointed at them while delivering delinquent tax notices. And, recently, one of our teachers was grazed by a bullet when a student inexplicably brought a gun to school.
It's not fair to give KCSO an absolutely massive pay increase and then turn around and say we can’t do anything more for everyone else. And that gets real expensive real fast. For some context, it would cost the County $120M - a 40% property tax hike or about $650 more in property tax for the average homeowner - to increase teach pay to keep up with what the sheriff is demanding.
On the other hand, as I said earlier, the proposal that I have on the table gives our patrol and corrections officers the biggest single-year raise in county history and requires no tax increase. The Sheriff has threatened to sue if he doesn’t get his way. That would be unfortunate and expensive, and I hope we can resolve this issue to everyone’s benefit.
This is very difficult for me because Sheriff Spangler is my friend. He’s good man and his heart is in the right place. And as y’ll know, I’m a big proponent of law enforcement. I am also dutybound to protect the Knox County taxpayers, and I will do that to the best of my abilities and with every tool available, no matter what may come.
