i was kind of struggling with the given pattern, so it wrote it in the common english notation, hope it works for you, happy crochet :)
note: i still recommend watching the tutorial and use the pattern for your second or any repetition of the amigurumi so that you know how the model should look like.
Base, use white yarn
R1: MR8 (8)
R2: 2dc * 8 (16)
R3: [dc, 2dc] * 8 (24)
R4: [2dc, dc, 2dc] * 8 (40)
-> Change color to blue in last st (4:05 for reference)
Stingray's eye
2slst, (1sc, 2ch, 1dc), 2tr, (1dc, 1tr), 3slst
-> Change color to white in third slst (6:15 for reference)
Stingray's oar
(4ch, 1tr), 1tr, 2dc, 1hdc, 1sc, 3slst
-> Change color to blue in third slst (8:10 for reference)
--> Flip the model
1ch, skip next st, 3sc, 3hdc, (2dc), (2tr)
-> Fasten off
Skip 10 sc (10:10 for reference)
(you can put a stitch marker here)
-With white yarn
2slts, 1sc, 1dc, 2hdc, 1tr, (1tr, 4ch, 1slts), 2slst
-> Change to blue yarn before doing the slts's (12:00 for reference)
The other stingray's eye
(1dc, 1hdc), (2tr), (1hdc, 2ch, 1sc), 1slst
-> Fasten off
--> Hide the end (14:10 for reference)
Go to start of stingray's oar (where you had put the last stitch marker)
->With blue yarn

For the back piece, repeat all the steps but with only blue yarn
Line both pieces with the right sides facing outwards, start at the tip of the oar
