I see a hint of guilt in Regina as she talks to Jefferson here, she makes excuses for herself. The last dying bits of Regina are drowning in the Evil Queen.
She could've told him and they could have brought a body just like she had hook do when she had him bring Cora back. This seen made me dislike Regina for awhile.
Joshua Howell The rule for the Looking Glass itself is that “the same number that goes through must also return”, so Regina and Jefferson could have brought a dead body so that they could have grabbed Henry Sr. and left with him. Jefferson said that The Hat could only take two, though this is later disproven when Zelena takes everyone through the hat during the Black Fairy’s curse. So really, Regina abandoning Jefferson in Wonderland was pointless.
The body was dead, so 1 living and 1 dead... Remember, Hook was supposed to bring only Cora's dead body, only she used some magic to made herself appear dead to the hat... Regina isn't as smart as Cora...

Why didn't she bring a guard with them and then kill him (she would most likely consider needless weight) after they entered Wonderland ? It would still be 3 people who passed the Looking glass.

He's too powerful to keep around. Why she didn't kill him herself I don't know, but she decided to let Cora take care of him.
