Sometimes they do not give you the information of 1 cm being equal to 10 km, you have you first measure using a ruler, measure the bar graph.

You have to convert the units... You cant give us the final answer if the units in the first place where not the same. E.g( 7cm distance) (10km)... You have convert 7cm into KM.

No, this is a map so we draw maps in cm to fit the paper then the scale tells us what a unit to km in real life
So basically he did nothing wrong
