Hey Sprinter I have a question. When you check a report is it a recording from when it was reported or are you teleporting to him to his current location?. I didn't use to report as I thought Admins would teleport and check and it would usually be to late. However if the server is restoring the Past for you to check then I'll start to report!.
There's no recording. They teleport to you/the reported player, and look to see if anything is going on. Always do in-game reports if you think an admin can catch them in the act. Otherwise you can always submit your own proof in a report on their website.

Admins will check their bans every time after they log out from game servers, and edit the ban to month/3month/permanent if there is a long history of ban on the player's profile.

Depends on how fast you drive. I disobey the speed all the time. But not like and idiot. Highways, I usually keep a speed around 130 km/h. On side ways (2 lane, one each direction) I keep 90 - 100. Depends on if it is in a city or outside ofc.

Cars are available in multiplayer MOD without another mod. Dont forget that multiplayer is also a mod.
