I would say it has something to do with the natural perception of things. For humans, our way of attracting the opposite sex has always been through the roles, and gay relationships mimicked this. Being fragile and delicate is seen as something passive and being strong as something active, there's nothing wrong with seeing it that way, it's great when stereotypes are broken, but I think the norm will never change.
In my experience, the opposite is more likely to be true. If you have a couple where on is more fem and one more masc, the fem is almost always the top.
