No requirement as such because these are baked into the dev ecosystem now. You do have to put out a disclaimer and clear permission requirements to be able to fetch the location. On the other hand if you use Google maps on the server side for reverse geocoding then you will need a licence.

In fact, it's initial founders hated Ads and I remember, they had an amazing Anti-Ad message during the initial days of WhatsApp. The initial founders managed to raise $60 million in funding before getting acquired by Facebook for around $19 billion (with a B).
They have recently started monetizing the app for businesses using their APIs and people using it's payment services.

For example:-
As we all know that Facebook app is very popular n most of the people are using so that's why mark zukerberg is able to be the richest person in the world.And my question is what will happen if another same types of app is launched in market.
Can Mark zukerberg have the authority to close that another same apps.
How can we have the full right on our apps so that no one can copy same apps.
Is there any legal provision to sort out the disputes if it occur?

Thousands of apps were launched post-Facebook. Some exactly the same and others with a slightly different concept. You can't shut down apps like that, but you can kill them by either copying them (Snapchat) or buying them out if they add any value (Instagram, WhatsApp, tbh, and many more).
Succeeding with a social app requires the network effect to scale. There's no point in messing with the giants but there's a lot of money in using the same concept but for specific industries. Social app for dating, designers, book readers, entrepreneurs, etc.

Google plays a long-term game. Google Pay doesn't make any money today but the potential of making big money is huge, once it starts charging the merchants or banks or Ads. At the moment, it might be using the data to harness and refine their Ads Ecosystem.
