I want to go. This looks like an amazing place. I just found out that it exists. 20% of the worlds fresh water? Wow this is the most important place on earth. Is there anything more precious than fresh water?
Mars says no. Venus agrees. The moon does too!
I have skated on a lake here in Canada when it was frozen and before it was covered in snow and I gotta say that there is no more amazing feeling than that. Also when you are skating, you are warm. -25 is of little consequence. The sleep on the ice would be pretty chilly though. You would need a nice down sleeping bag and a large bottle of vodka!

What an experience! When I was young I learned to skate at Rockefeller Center. After that I became a lake skater, skating on a lake is harder. I remember flying across that lake for hours with my sisters. My Grandfather would comment on my cherry nose and apple cheeks. I would have loved the experience of skating and camping out on the lake!

There is no problem. We often use vehicles to move around the lake. Both summer and winter. Not so long ago, even some drift competitions were held. Lots of cars. About 20. And they all chased in twos. As it was said in the video, the ice is about a meter thick. And if we talk about some spiritual things, then Baikal is sacred for the local peoples. But they just ask not to pollute it and all that.
PS: I even found a video from those competitions: ua-cam.com/video/e_049RbJM9M/v-deo.html

The ice is incredibly thick, there’re even vehicles going through, in Siberia entire rivers are used as motorways in winter.
You just avoid the “riskier” seasons when the ice is still fresh or when it starts to decrease, easy to understand from temperature forecasts
