HI!! in this sample the wick of H4 as you said did not close above the high meaning the low is weak. But in H1, that will be a valid close above the high? Or does it mean H4 overrides H1 in the Bias direction since H4 just wicked?

Higher timeframe will always be more powerful than the LTF. So yes follow the 4HR it overrides the LTF so execute while following context of the HTF or 4HR in this case.
