If you want to avoid the long double reload on the last round, wait until the ammo counter says 8, then switch to tote secondary and back to the Lebel, and it will have all 8 rounds without the weird reload.
I personally like it. It looks and sounds amazing, especially with the Legendary skin I just got for it. However, I admit if I was going to try and take the match ultra seriously I would pick either the SMLE or the Gewehr 95 over it depending on my needs just because they're better guns overall.

No reason to not use the SMLE and I agree with Adi, it needs a marksman variant instead of sniper.
