1 sir please explain due process of law and procedure establish by law.
2 If any individual person wins the state election then how he/she run the government without any party.

It ensures that the law made by the parliament is fair and does not violate any fundamental right while the "procedure established by law" focuses more on the legality and the procedural aspects of law without guaranteeing the fairness of that law.

In case of 2 houses in state legislature, COM. of that is collectively responsible only to state legislative assembly and not legislative council

If he is a minister from the legislative council, it is like second house and not subject to dissolve. But the minister will lose his position as minister and not as MP
