I honestly feel like Marluxia was the second strongest out of the organization. None of them besides Xemnas was so strong or did crazy transformations.
Roxas win the battle vs saix in 358 and kh3 and dual wield roxas is very powerful, he win against riku(without ansem form) he is the 2 or 3 strongest in the organization...
I dont see how Marluxia would win any fight with his final mix setup. Without that number that is over sora's head he is pretty much reduced to only a couple of moves

I think it's because they use the first fight with Xemnas in KH2, where his moves are pretty much what you see in this video only with him putting some aura that drains your HP unless you go to the skyscraper for a reaction command.
Scythe does no damage. Xemnas was getting most of the damage from those stuff on the ground during 1:36. They do Huge amount of damage. Also 3:43 which ALSO do massive damage took the rest of hp to cause Xemnas to spam that Shock spell(which does nothing to the boss)
Truth Spreader It took xemnas to absorb kingdom hearts in order to have his own nobody monster marluxia didn't have to do that all he had to do was call for one and it was there.
