If we are going to take into his crew then we should also look at Law's crew too.....and Benge crew is definitely weakest om this list cuz they only use guns and they don't seem to use haki either and Rocks pirates are stronger than Red hairs too.. Rocks may not trust each others but they are all strong on their own
