this can only work as a 1-car ride i imagine the timing of the button activation of the pistons is gonna be tricky for when 2 cars are nearly next to each other it needs to have a track below as an alternate slower path in case someone falls - this makes it idiot-proof while making it possible to race on it

I'm pretty sure it works differently for different people because of the speed of their connection to the server, if it takes longer for the pistons to fire, they'll be further forward so go higher. And even knowing this it's hilarious to watch.
yes, in one person world maybe, but in servers you have to sync with the server. As you say the connection ping will mess with the timing. another method is to make the boat stop first then pushing it with 2 or 3 set of pistons, that way no matter how many ping you have as long as you don't have like 200+ ping it'll work.
