I saw kids playing alone at those game also with their parent. It's just an attraction. Recent game center have them at 500 coins for 1000 yens (roughly 8$) but there is no conversion back to cash.
At these game centres you can't redeem then for much. Japanese laws has a maximum value (~720 yen) for redeemable items at these establishments. That's the equivalent of 8 USD and many centres don't redeem tokens for anything at all.
