So the tattoos are called "runes", they are symbols that grant them various supernatural abilities given to shadow hunters by the Angel Raziel, which grants them powers beyond those of mundanes (regular people, who aren't aware of the "shadow world"). Shadow hunters like Alec, Izzy and Jace are part of the Institute of NYC and they are charged with basically killing demons that come and interfere in the world. The lightwoods are a family within the Institute, however, they are not the only ones as there are institutes worldwide. Max (the kid) says that Jace (the blonde guy) isn't his brother bc he was basically adopted by the Lightwoods when he was a kid. When Max had a red mark on his arm, it was actually his first rune.
