Because rather than report it, trump tried to cover it up and hide it as a legal fee. And that's where he broke the law and got indicted.
That's not extortion or blackmail. Extortion & blackmail is very similar. Extortion is obtaining money or something else by threats or force. Blackmail is when you demand payment from someone in return for revealing information that could damage someone's reputation. These are just examples. This case would be neither blackmail nor extortion because the NDA she signed that she wouldn't reveal information about Trump. There was a strict NDA that she agreed to. Trump offered "hush money" in return for the NDA which is not illegal. She agreed to all of this which makes it neither extortion or blackmail. Nothing was done by force in other words.
