no, the multi-shadow clone jutsu isn't standard "ninja magic", its an advanced jutsu that only those with absolutely MASSIVE reserves of chakra(magic energy) can perform. thats why it was in the forbidden scroll, a normal ninja would drain their energy and possibly die from using the jutsu.
The clone jutsu the class was doing was a basic illusionary clone. The shadow clone jutsu he did in the forest was an advanced solid clone... You can say that naruto cannot do basic jutsus or techniques... It will be explained in the show later on...

Im late but a hokage is kinda like the watcher and protecter of the village. the head dog they control the rules and many more and the people on the Rushmore were past Hokage hopefully i explained this well if not youll understand soon enough
I love/hate this show. Regardless of my hang-ups that keep me from fully enjoying it, I hope u enjoy. I will say, if nothing else, it is a fun ride, and the fight scenes are always fantastic.

You'll be shocked how many anime fans are fans of these too. Also if u r interested there is another Fullmetal Alchemist anime that was finished before the ending to the Manga was finished. The story up to about halfway into it is the same as brotherhood, which is basically a direct adaptation of the manga, bit then does it's own thing for the second half when it ran out of source material.
