Do you know of any Tube Radio kits that don't use IC's, would like to build old school full Analog AA5 style Radio though I would like AM/FM if possible.

That's quite a bad kit, about as expected. I might have looked at the case pieces for a clue to how the potentiometer should mount. It looks like there should be slots in the board for the tabs to go through and get soldered to give some mechanical strength. I used to see a lot of FM radios at the dollar stores based on those Holtek chips and their clones that have no display and tune by advancing to the next station with a button push.The problem you're having with tuning is caused by the RF input seeing so much noise that it senses enough signal everywhere on the band to seem like a station. This could be because of some local noise source like an LCD driver or buck or boost converter oscillating away. Try running the radio on batteries and take it outside, away from all the electrical noise sources in your house. I like building kits too but I'm careful about very poorly designed circuits that I have to modify to make work. I'm almost motivated enough to design some of my own to cure the problems of incompatible or missing parts, unworkable designs and just to get some kits that are not available.
