Normally the Perkins engines are very good engines. Even in cold starting. One of the Problems is, that there is snow around the air intake. Physically it don't make sence, but it helps very much. And when it's very cold, I recommend to glow it for minimal one Minute. If you do this two things, then it starts as good as 40°C.
Great sound from the engine when it starts 🚜🚜🚜🚜🚜🚜🚜 Big Massey Ferguson tractors are fantastic.
Those Massey diesels have a sound all their own. My Dad owned 2 of them. Used em on his farm for over 30 yrs.

There are much better cold weather starting motors than Perkins! Maybe one of the reasons why they now run Sisu.
