Yes, you can already paint or full PBR texture your models in 3d Coat and later bake it down to textures. No need to wait for retopo/decimation. You can even automate the process. Look into : "File -> "Decimate -> Automap -> UV " export option to have a low res, textured model in just a few clicks. However, need keep in mimd that Voxels/Tris are way lower in numbers than pixels in a texture, so youd have to go very high res in order to have crisper detail.
