How is Bally Island? If I can hire a small boat from there and visit to nearby islands, would there be any chances of sightings? I'm low on budget so I can't hire a big boat, which would be the best island to explore the place, I have selected Bally, which would you recommend?

Small boats are not allowed inside the forest. Try to search on the internet for group tours where you can join.
