      What can you expect from a society whose response to sexual harrassement and assault on trains, instead of actually punishing the harrassers and assaulters or improving the self defense laws, was to just put " women only" in some train cars, of some lines, at certain hours. As if simply saying that car is only for women would even stop an predator to get in it.

Because in case a situation arises where the woman prefers to be on a mixed vagon and gets harassed, then wouldn't the same society tell them "why did not choose the women only vagon", and put the fault on the women again? Women shouldn't have to choose the women-only wagon so that they would be free of male harassment. That occasion shouldn't exist from the beginning. Basically women shouldn't have the need of choosing only women's wagons for feeling secure. They should be secure regardless of the wagons in a just society.

      Japan has a major issue with sexualization of schoolgirls. Many women talk about how the time in their lives when they were most groped and harassed on trains and subways was when they were a student in uniform. Schoolgirl is basically the most popular porn category in Japan. Possessing child porn wasn't even illegal until less than 10 years ago. Hiring "schoolgirl girlfriends" is not uncommon for grown men to do. I feel so bad for them.

Like, what does that say about your respect for male students if you say they’re mindlessly obsessed with girls’ necks and incapable of controlling their impulses?     There's something wrong with teachers who willingly waste school hours acting as fashion police when they should be teaching. If you can't control your gaze, your lack of discipline is not a girl's responsibility. Boys are humans who should be learning to focus, not animals helpless against carnal desires, and teachers should not be stunting their students' psychosocial development like this. If the weather is hot, why should a girl have to be prevented from dressing comfortably in hopes of keeping a boy comfortable? It's unfair to everyone

    Sexual attraction goes both ways. If a man can be sexually attracted to a neck so can women. So I guess men should be forced to grow out their hair because a woman can be sexually attracted to the nape of a man's neck. Both sides are just silly. Sexual attraction should be controlled by the person who is attracted and shouldn't be the concern of the other person. Take responsibility for yourself rather than blaming other people.

    I think the most terrifying portions for me, as a girl with a lot of fear and paranoia about being sexually harassed or the likes, would have to be the "underwear checking" and the 3-4 clips of the male interviewees saying, "Rules have to be followed, or else others will defy." In response to ponytails being "sexual" and "exciting". Like, I think that part truly just sums up how these rules are kept up. Because of the one thought that is kept consistent by even just a few participants in a row; you just have to follow the rules. Just accept it. Then, linking it back to that woman explaining how as children they were told that they'd be at higher risk of being molested for wearing non-white underwear, that sinking feeling in my stomach just became a pit. It's awful. So, so awful. And so, so heartbreaking.

    what breaks my heart the most is the quickness that some of the people deferred to "it's always been that way" and "rules are meant to be followed" despite the flat-out silliness and unfairness of the rules. The lack of willingness to simply consider whether or not the rule SHOULD be changed is the most scary part.

      was looking for this comment! I'm a half japenese and when I visited Japan I always got blank looks or little response when I was reflecting on a problem. The usual reply was "so ne..." It's not that I was being super critical but just wanted to exchange opinions and was genuinly interested in others thoughts. But the whole vibe i got was that saying anything critical is seen as negativ and disruptive for the harmony. As someone from a simliar country as Germany it drove me nuts lol.

    Imagine having to dye your hair black if your natural hair color was lighter. I feel like the old men in power that make the rules are projecting; seeing schoolgirls' napes excite them so clearly all the school boys are the same. This is an issue the Japanese turn a blind eye on.     The funny thing is despite people realizing the system is silly and probably disturbing (on the basis that grown man are being accomodated for being sexually aroused by children), most japanese still cling to the idea of unity and tradition.
    These ideals are good, IF the final result actually makes sense to protect the people who are upholding it. Following a tradition or a way of being just because it has always been does not mean it is the best. Maybe the best thing for the community as a whole is CHANGE as a whole, to CARE and PROTECT the whole, instead of trying to protect a system that is hurting them.

    I think the problem is that even if they ban ponytails there will be guys who are attracted to loose hair. Whatever they ban there will always be someone who is attracted to something else, so they'll never solve the problem like that. Instead they should educate them about it. I am also greatful I live in Slovenia, where we don't have rules like that. I can't imagine myself following all those rules. I'd be too nervous that I'd break them and it would effect my studies.

      I'm not saying this is every male in Japan, but there are extremely high rates of sexual harassment in the country. I think the problem is the lack of sex education. It just doesn't exist there so people don't know how to properly deal in a healthy way.     Yeah, this ban doesn't make sense especially in a safety standpoint. There's a reason science labs in many schools require long-haired students (girls, boys, nonbinaries etc) to tie their hair into ponytail - loose dangling hair poses a safety hazard in these labs especially where you have open flames such as from Bunsen burners

    This is interesting to say the least. It seems that Japanese schools have way stricter dress codes than American schools. I am a guy, so I didn't have to follow as strict of a dress code as the girls did, but I think it's fair to expect boys to control themselves. What a girl is wearing does not make them responsible for any inappropriate sexual behavior toward them.

    I’ve worn ponytails since I was a child. Because having hair at the back of my neck is usually uncomfortable. It’s disgusting that people sexualize something like that.

    How do we keep going to more extremes in banning women in what they wear rather than educating. There will always be something else to ban. So long as we don't educate, assaults will still go on. Pony tail or not is not going to stop it from happening. And also simply being so disrespectful to men and growing boys by assuming that they would be so distracted if they didn't ban ponytails??

    I think some people in Japan don’t realize they miss out on experimenting with self expression as a teenager due to the restrictions on how to dress and present yourself at school. It helps you have a sense of identity as you grow into an adult, and I can’t imagine who I’d be without my ability to look and dress as myself.

    I worked as a French teacher in secondary schools in the UK and I was asked to check the students' uniforms everyday. Honestly, I couldn't care less. We don't have school uniforms in France so I felt very uncomfortable policing people and their outfit. I was asked to reprimand students if they were wearing nail polish, bracelets, if their uniform were not perfect, if they were wearing their coats inside etc. What if they're cold? Who cares if they wear their coats. Why do I have to dictate how someone regulates their body heat. If they don't cause any trouble, why aren't they allowed to wear a freaking coat? That was absolutely ridiculous and such a waste of time in my opinion. The girls had orange faces with huuuuuge eyebrows drawn on, but somehow them wearing a bracelet warranted a scolding? Who cares, honestly? And then I got scolded by my head of department because I refused to waste everyone's time with this nonsense.

      I'm not from the UK but seen them schoolies aplenty while there. Uniformity has it's 'reasons'. If you do not care then how could you ever understand anything?
      You ever asked or no one bothered to explain? Or just a mindset of it's been like this forever?
      You should visit some asian countries like Indonesia. Not just the uniforms. I've seen colums of them march to school. In North Korea those kids are armed even.

      Uniforms are a part if teaching, it teaches responsibility, commitment and cleanness, even though they might seem irrelevant and unnecessary to you. In the UK, as well as Latin America and most Asian countries wear uniforms.

      It’s a cultural thing. In early Japan the nape of the neck was considered very sexual. Wearing a yukata or kimono you are supposed to show the nape of the neck.
      Japan is a very leg forward country so wearing shorts is very acceptable but at the same time showing cleavage is a big no-no. It’s all just about different culture and views

    It's Japan after all, I can't say I'm surprised. I remember watching a video from VICE titled "Schoolgirls for sale" Men could "rent schoolgirls" by the hour. The video was from 2016, I don't know if this whole "renting schoolgirls" is still a thing, but the fact that it was ever a thing speaks volumes about Japan.     And reading all the comments here from people all over the world, one thing I can say for sure is that school rules have made students do things that ultimately messed the students up. Imagine being a 13 year old, young girl worrying about how her neck 'would sexually arouse' boys/men around her, and the fear that goes along with it. Imagine a 13 year old young boy worrying about what if his female friends think wrong of him, and the self respect and character being questioned. Imagine these young students getting to know about 'things' that might 'arouse them and others' (at the age where they should be knowing and learning concepts of science and maths and art) just because these middle aged perverts and pedophiles can't keep themselves in control.
    The world really needs to change for good.

    This whole topic is so wrong! I went to school in Germany and there wasn't ANY rules about appearence and such. I dyed my hair so much and it made me so happy. I was truly finding myself in this time of my life and it was the best thing happening to my entire life. Kids have to be able to express theirselves to find a place in society...       Lol. I was goth at school and so was my friend who looked way more extreme than I. She had netted stockings, platform boots, a tall hard hat, black lipstick and what not. The headmaster was a huge fan of her appearance. One teacher came up to me one day and asked where I got my converse sneakers from, she wanted the same ones. She said I should write "Left" & "Right" on them, like she did when she was young. I followed her advice. I did however go to a school for 1 year where the headmaster was very strict and abused everyone who dressed even slightly differently. Hence only 1 year of survival there. The teachers and students were mean too. So sometimes it's up to one person to set the overall atmosphere.

      in a lot of schools in asia its very strict when it comes to appearances because the students represents the school. in my school all boys hair should not reach below the ear, our nails should always be trimmed and should not have nail polish on them. the girls skirt should always be at least above the knee (we wear uniforms), students arent allowed to wear jacket outside of the classroom. we cant wear makeup and dye our hair either even a simple lip tint is not allowed they get confiscated. you also cant wear too many jewelries and youre earrings should only be the color gold or silver, boys arent allowed to have piercings tho. theres still a ton of other rules but i cant remember it, lol sometimes i rlly envy foreign students that r given the freedom to these kinds of stuff, im personally ok with uniforms as long as the look good but i still kinda wanna dress up when going to school :/
      this is my first hearing a no ponytail policy and hearing the reason behind it so stupid ToT why is it the students fault. like in our school girls r required to do a ponytail.

    Side note, Tokyo announced it will entirely abolish these "ブラック校則 black rules" in public schools in Tokyo. This issue was first reported and spread wide in Japan almost a year ago. The Japanese netizen's reaction was almost unanimously against these rules, but it took a year to overturn them. I think it shows the absolute inefficiency of Japan's political governance, but I'm glad they at least listened to the people's voice this time.

      Compared to how long it takes to get things done in the US, I think the Japanese system in this case was extremely quick to respond. Additionally, did it take a year to allow schools time to change their rules and for parents to be notified, or did it take a year to change the rule and then even longer to notify the school/parents?

Maybe this one was relatively responsive, compared to how usually it comes out. But I think it's because this is the local government issue, and it's just about the obviously outdated school rules, after all. And also I hear that many other prefectures are still in consideration, so I don't know if it's actually quick. But honestly, I don't know how things are done in other countries, so maybe I'm not really qualified to judge it.

      Yes I remember my Headmaster calling a meeting with my parents about me wanting to be allowed to wear trousers instead of skirts. He started by saying I was a problem & causing trouble, which my parents didn't appreciate setting that acusational tone. The headmaster stated that girls only wearing skirts was normal & always has been that way. I replied that does not mean it has to remain that way & gave examples of other schools which changed their rules to allow trousers in winter, only skirts in summer, or just trousers & shirts for all students.
      Then he made me leave the room, which I didn't appreciate. When alone he adressed my mother & said that she will have been forced to wear skirts in school too, so it's fine. To his surprise she said yes, she didn't like it then & she doesn't like it now. She also highlighted that was about 30 years ago & she really thinks they need to move with the times. Then the head tried addressing my father but he stated that it was impractical, he taught me many practical skills & said that it was needlessly limiting my movement.
      The headmaster was obviously surprised & the meeting ended up being very short. I did learn that I can trust my parents to support me & that they don't keep unesisary secrets from me, so that was a positive outcome.

    One thing I've never been able to wrap my head around that was repeated here was the white underwear thing. I was told not to wear a white bra with a white shirt, unless the shirt was very thick, because it is visible. Skin toned bras only if you don't want your bra showing through the fabric. I've tested it and yes, white bras under a thin white shirt is like a spotlight.
    As for white panties, those are very sexualized now. So the rule demanding them just seems weird.

      Yes! Skin tones are much better for camouflage. White makes no sense whatsoever. Regulating undergarment color already makes no sense to me. But, if you're trying to keep it inconspicuous, white ain't it.

    Essentially: "Male students go through puberty during school and that's a problem because we do not teach them how to deal with that, so let's put restrictions on the female students."
    This is just another case of some old dude in a position he never deserved to be in making an arbitrary decision that forces everyone to take it seriously (because such a person in a high position must know what they're talking about, right?). Disappointing (but believable) to see people take a spineless stance about "rules" and "harmony" on something so ridiculous.
    Literally anything can be sexual to a teenage boy (or a pervert teacher). It doesn't actually matter what the thing is, it only matters that girls (or boys) are doing it. In the west, for example, there have been times when girls letting their hair down was considered "erotic" and putting hair up was considered proper. When will people learn it's never the OBJECT that's the problem, but the way we refuse to properly address the SUBJECT.

    When they said they should follow the rules, even if they didn’t agree with them, for the sake of unity…that’s such a Japanese answer😆 Definitely a big culture difference between Japan and America is unity vs individualism. I think there should be a fine balance between both. Extremes in either direction are never good.

    In my country, teachers actually spend whole sessions policing the bra colours that female students wear. Anything other than white is banned. This is the very epitome of creepy, and I've found it so ever since I myself was in school, but apparently, no one here cares enough to do anything about it.

White colored underwear was my ex's (he was in his 50's) favorite over any other color because it denoted innocence and purity (I was NOT a minor at the time, but well into adulthood.... but I can still see the ick factor in his preference).

    I feel the worse part of this is the forcing them to dye their hair. Hair dye has many damage chemicals in and when your hair is that young it can cause almost irreversible issues later on. This is beyond uniform and professionalism.

      Actually there was a big story in Japan about this exact issue. I can't remember the details exactly but a girl had naturally light brown hair, but due to the strict dress code she was forced to dye her hair black constantly. Her roots were constantly checked to see if her head was compeltely black. Her scalp became damaged for obvious reasons. She developed mental issues due to the stress and also constant scoldings from teachers. I think at some point she stopped coming to school as well.
