Todoroki is just way more interesting and seems to be held back because he's not the MC (not that I want him to be overpowered) which doesn't do his character justice. We all know Midoriya will be #1, but where will Todoroki be?
He could've walked a bit closer so Deku and Lida wouldn't be frozen. And just freeze the whole ally like he did in the sport fest. That would take Stain out pretty fast

The Author has stated in the Manga that Todoroki *does indeed have the strongest Quirk* and he *was the strongest student in class 1-A* until season 3 I'd say. He's just falling behind because the Author chose to focus on other characters like Bakugou and has more so pushed Todoroki back, causing him to lose potential which made me depressed 😔
I mean just think about it... After he learns to control both sides at the same time he will unlock unlimited new abilities. He will be able to create water by using very hot fire to melt his ice, and steam by heating up the water. It will make a good escape tactic and he will also have access to water. Many people say deku is overpowered, but if the Author ever gives Shouto his full potential he could eventually catch up and even surpass the others once again.

In the first season he was LITERALLY a cold person who had no grudge but now he has started to socialize, even his personality has changed a lot. He is still a cold person, but now he doesnt do things alone and does them as a team. Now he is more sociable and I feel that he already shows emotions little by little. I also feel like he is less competitive now. Before he wanted to win and be the best but now he doesn't focus much on it. He is focusing on being a hero but not being the best
