Freeza isn't really chaotic evil though. He runs an army, and for the most part is quite orderly. Not to mention in the manga, he doesn't waste his efforts killing off his subordinates, and furthermore in Super he shows respect for others. Freeza is more of a mix, chaotic when infuriated, resorting to planetary detonation in Namek, or attempting to actually kill Jiren in the Tournament of Power, but otherwise, he can be quite pragmatic.
Honestly Love Cold. He always felt like the kind of Tyrant you don't like but you begrudgingly respect. Hes by no means a good guy, but he's not going to blow up your planet for funsies if you're useful. In addition he seems to take note and value at least to a degree in all his soldiers. The entire frieza family does. All the scenes that frieza kills one of his mans are anime only. The entire family treats their subordinates with respect, is only that cold has a better understanding of what people want.
King Cold doesn't seem as heartless as Frieza. He pulls up when someone beats up his son while Frieza couldn't care less to resurrect him. His offer to his son look a like is rejected and he still adopts him. I almost think Frieza wanted him out the picture cuz he didn't like to be lectured to on the ethics of ruling. I still think he's Evil but not as much as compared to Frieza
When King Kold interacts with King Vegeta the latter offers him a handshake which implies a cordial relationship prior to him stepping down. It speaks volumes that he's more of an actual ruler and knows how to be diplomatic compared to Frieza.
I mean, he's clearly a tyrant and not above genocide- but, both in Z and Super, we do see that, while still forced into subservience, King Vegeta clearly had an easier time dealing with Cold than with Frieza. It's the difference between someone who wants to form and expand an empire, and one who just wants to amuse himself.
He uses family as a way to gain and keep control. It's not about love, thats why he can forcefully make Frost join a "family" and there be no qualms for king cold.
He's evil sure, but man he seems like a far better ruler than Frieza. A tiny, tiny bit less ruthless and a little more interested in, you know, actually ruling things.

Is not the first time this concept is introduced. On dragon ball z kakarot, if you go to the afterlife with gohan and talk with Cold, he not only says he won't attack earth anymore but he also welcomes gohan to the family. By the looks of it, Cold adopts strong fighters as way of both increase the clan strenght and avoid future problem... yeah alot of the shit frieza went throught would be avoided if Cold was in Namek.

But stuff like that is just gone in the manga. Now SSB Goku can get damaged by a light pole or even a train. Even in the manga, Moro biggest feat is just being able to destroy a galaxy, which is the same level as Kid Buu. which is absurd

The fact he would rather kill someone of his race who is stronger and possible an amazing resource instead of using them just shows he's a terrible ruler, and was more than likely a big reason for the Saiyans to be held back, especially compared to the U6 Saiyans. Heck, Vegeta himself seems like he had very little respect for him as well.
I really love King Cold's voice. Wish we got to see more of him in DBZ and DBS. His personality is what makes him so much different then Frieza. I'm really glad to finally see a compilation of his interactions, he's my favorite character and my main, he's not particularly strong in the slightest but I love this underused character lol
They really need to add King Vegeta as DLC (DBZ, DBS, and maybe his Saiyan-Tuffle war outfit from GT) so we can have some interesting what-if scenarios between him and King Cold! Also, maybe a DBS: Broly planet Vegeta map complete with Vegeta's palace! Also, Great Ape King Vegeta as a transformation Heck they could even do a storyline of how King Cold first annexed Planet Vegeta into the Cold Force (the film only showed Cold passing on leadership to Frieza as Planet Vegeta had been annexed previously by King Cold which is why King Vegeta greets him, and its suggested he was more hands off with the Saiyans compared to Frieza who made it clear they were his slaves by killing the snipers during his Scouter demonstration, which deserves Frieza doing a mic drop at the end if the TFS Abridged cast ever adapts it)!
A fun fact about Cold: In Kakarot, if you revive him and beat his side quest, he adopts Gohan, since he its afraid of SSJ Gohan and he does that to say that he would be a bad father for fight with his children(Goku: Not relatable)

Well, the Ginyu Force definitely were, at least. Frieza had to call his dad to borrow them to deal with the problem on Namak. King Cold was likely very mad with Frieza after bringing him back with cybernetics.
Despite all the interactions no matter how great some lines are no matter how powerful hero or villain but none on either side come close to the power and plight and dramatics urg urgency & passion of sabaiman (kikya) you could tell he meant that from his heart the realism

not necessarily. i would say that the frieza race, much like the saiyans, if they don’t have an goal, someone stronger than they are, and the desire to surpass them they can’t/wont get any stronger. King Cold really had no stronger than him other than the legend of Majin Buu and Beerus a literal god.
while it can be said that king cold knew of buu powers, he hadn’t witnessed it for himself so out of caution he warned frieza about it, but bcuz he witnessed buus powers he had no target for his training as frieza.
As for beerus, it could be said that had frieza known about Goku fighting beerus and he and Vegeta being trained by him and Whis frieza would’ve prolly trained even longer mastering his new form and prolly would have been as strong as he was at the end of the Tournament, or i’m guessing this is what happened to King Cold, he would just left earth and the z fighters alone.

Also, maybe a DBS: Broly planet Vegeta map complete with Vegeta's palace! Also, Great Ape King Vegeta as a transformation
Heck they could even do a storyline of how King Cold first annexed Planet Vegeta into the Cold Force (the film only showed Cold passing on leadership to Frieza as Planet Vegeta had been annexed previously by King Cold which is why King Vegeta greets him, and its suggested he was more hands off with the Saiyans compared to Frieza who made it clear they were his slaves by killing the snipers during his Scouter demonstration, which deserves Frieza doing a mic drop at the end if the TFS Abridged cast ever adapts it)!
