I've never heard of this plant and although I've most likely seen it I didn't know what I was looking at. Wouldn't a hat with a wide brim be a better headdress in the desert than the de rigeuer pirate/V-twin rider head wrap?
Sotol its an incredible plant and the drink its outstanding. If you havent try it do it. There are different brands out there now, if you are going to try it for the first time maybe try Hacienda de Chihuahua later on you can start trying other ones but HDC its very good all around!

It's everywhere in phoenix
Chihuahua, Durango, and Coahuila, México.
However it’s protected in AZ, so it cannot be harvested
I took the stalk and cooked it and it wasn't bad
