By Survivor Series of that year per what Bruce Pritchard, Mean Gene, and others have said plans were in the works to make Warrior the next world champion. They kept the belt on Hulk as they felt a big match with him passing the torch to the Warrior would really draw. Almost 70k people in the Skydome at WM6 proved them right.
