Sir, it is not clear when a state Govt. says "we will not implement this CAA". implementation means according citizen ship to the concerned which is in the Central Govt's domain. So there is no meaning in saying by the state Govts in that they will not 'implement'.
It is the Indian Constitution which spells out that all are equal. One Indian citizen is equal to another Indian citizen. An american or any non-Indian cannot claim that he is equal to an Indian citizen. .

The Judge is correct to use term minorities and completely avoid religiosity in NRC. Follow strict rules in accommodating refugees to avoid illegal immigrants. If this NRC is based on religion, it is like risking Indians living in Arabia and western countries. If they adopt same principles many Indians will face problems to survive in these nations. I think there is foolishness behind this wisdom.
Already we are 1.3 billion people. Government is struggling for the upliftment of our own poor people. Why we need more poor people from other countries. Their govt should take care of them. Can we go to any other country just because the living conditions are good!
in this case, the govt had acted within its powers enshrined in the Constitution - to decide who can get citizenship beyond the usual process of granting citizenship on case to case basis. So no need to change the law is needed. Further the ruling party had promised to give citizenship to the unfortunate refugees in their Election Manifesto and won people's mandate. A few thousand people gathered by the opposition cant dictate to govt what lakhs of people had approved and elected the party based on its promises.

Law can be changed according to the humanness. When life is threatened it should be changed
in this case, the govt had acted within its powers enshrined in the Constitution - to decide who can get citizenship beyond the usual process of granting citizenship on case to case basis. So no need to change the law is needed. Further the ruling party had promised to give citizenship to the unfortunate refugees in their Election Manifesto and won people's mandate.
