Considering that leopards are the fastest animals on the planet, i think luccis character has far more potential than predicated. Speed wise, he should be on a level with kizaru now that his devil fruits awakened. Or at least somewhere close to it. And on top of that, the amount of force that he should be able to generate with said speed would be insane. That kind of speed would even allow him to redirect anything luffy could throw his way. Including himself. He could almost be like Kuma
Lucci fails because the lack of advanced Observation. Indeed he can keep speed-wise with most of the cast. But Luffy observation is só advanced that even given Lucci's extreme speed he literary can't hit Luffy even once
