Notice how BNSF is trying to keep it that wigwag around for now, the light is actually a 7" gate lamp and the banner(s) are actually the backgrounds from 8" crossing lights, just painted. Pretty cool that they are trying if you ask me, just need to replace the bulb.
The old-school wigwags, essentially patterned after the railroad flagman's "stop" signal, would be perfect for the Burlington Northern-Santa Fe pedestrian-trail/railroad grade crossings on the Antioch, CA, waterfront.
The wigwag provides fair waring, audio and visual. Newer installations can be ignored just as well as old ones. The wigwag still apparently is needed than wasting money on a flasher set if the BNSF crews are actually deciding to fix it than remove it. Plus, grandfather laws apply here...
I think the only way to get THEM to stop is if you had a brick wall blocking the road, but even if you did that, they'd just keep trying to get to the other side of the crossing before the road gets blocked, so they might as well just have a crossbuck because either way they aren't going to follow the rules, right?
