Julius is just a character that is hard to measure his power (just like Merlin from NNT) because they’re so unique.
His time magic obviously has limits but we don’t know what it is. Theoretically because his ability is stolen time, he can kill one person, steal time, freeze time, and repeat to kill everyone in less than seconds.

Boruto manga gets significantly better. Boruto anime is still in the start of it’s story while Black Clover is not. It doesn’t even make sense to compare them because although they’re both New Gen, the Boruto story in the anime has hardly started. All they’ve done is just show the character’s faces and develops some relationships and world building.
