Seriously. It wouldn't have taken that much more effort to not make Smoker look worthless, and you wouldn't even need to change any outcomes to do it. Like on Punk Hazard, just make it so he's somewhat able to fight against Caesar's poison gas, but he still gets affected to a lesser degree. Would easily explain why he wouldn't be able to stand against Vergo, and still make it possible that he can fight against strong people later when he's at 100%

He only ever uses it to punch long, shoot some smoke bullets and fly around when he could be a master of infiltration by entering cracks that no normal human could enter or gas an enemy’s location to make sure you have full battlefield coverage He could also dodge attacks coated with haki by just hollowing out a part of his body, he could suffocate others by filling their lungs with smoke, pierce their skin and inject a lethal amount of gas into their bloodstream, restrain people with a bunch of chainsmokes (get it?) and form fake out weapons that disappear just before contact to allow smoker to pull a sneak attack

However, my main issue is Robin's participation, or lack of it. I think Oda should have allowed Robin to injure Crocodile at least once. That would justify Luffy defeating Crocodile so easily and also give better reasons for her to join the crew later. I think it can be often in the story that the goofy man is a pushover and he's no threat. Just because someone comes across as goofy though doesn't mean they can't be on their business and tear up the world around them.

Katakuri was also someone who underestimated luffy at first before he saw Luffy as his equal. First half of the fight it was like Katakuri was a lion playing with his food but as the fight developed and Luffy not only saw through Katakuris fruit (which he at first thought was a Logia) but began to develop his observation haki did Katakuri begin to respect Luffy. It also helped that Luffy was trying to break the facade Katakuri built upon himself which helped him realize in the end its okay not being perfect. Really I honestly think that if Flampe didnt get involved Katakuri may not have changed as a character and really begin to respect Luffy. I honestly love 3 dimensional villains. Oda does this sometimes with antagonists where by the end of an arc the reader/viewer fully understands the villain and why they are the way they are and Katakuri is the best example of this.

I think Hawkeye also knew about Luffy's insane potential. When he was at marineford he went for him instead of all the other bigger pirates because he knew Luffy has the potential and rare power to make anyone his ally.
Kaido didn't underestimate luffy, he underestimated everyone. As soon as he beats the tar out of someone he tends to think they're never an issue again. He did it with the kozuki family and their retainers, he did it when he cut off orochi's head (orochi trying to turn onigashima into a bomb would have ruined much of his plan), and he did it not only with luffy but all the worst generation and their crews. Once he beat them he never considered whether they could hurt his operations after he asserted dominance over his foes.
We need more of the side characters like Smoker and Coby. One of the weaknesses of One Piece is how it doesnt actually develop any of the characters besides suddenly becoming good, or obtaining some massive power-up by explaining that they've been training off screen for months
Doffy tried his best not to underestimate Luffy, but I think his god complex from both Trebol and his heritage as a Celestial Dragon made him think he always had the upper hand. Plus, you have to keep in mind that his empire fell in a day. Can’t really gauge your enemy in such a short time, especially if they went off the radar for 2 years since you last saw them.
And all Luffy just wants is to be a pirate!! He is pure, and keeps his innocence about him, that thusly allows him to have the courage to grow and develop from each battle.
Fun Fact: Doflamingo actually is the only actual villain to not doubt Luffy's actual ability. He deemed Law a greater threat to everything he built but he knew that Luffy would never leave that fruit behind. Luffy just simply couldn't ignore it and Doflamingo was actually right but Sabo being there was the reason why his plan failed.
Smoker was also probably the first person to put together the Monkey D. connection when he got stopped by Dragon. At the very least, he was the first person to know that, for whatever reason, the most wanted man in the world had a vested interest in Luffy's success, and that alone is enough of a red flag that ANY marine with any sense should be on Luffy's heels 24/7
I got the feeling that Smoker respects Luffy, and sees he's not a typical pirate like Roger. Smoker's inaction to capture them in Alabaster after he defeated Crocodile, and helping them on Punk Hazard proves it. Luffy changes things for the better. Smoker's sees that, and is following him to bring those defeats to justice. That's what I get from watching it.

Although blackbeard said before that his 1.5b bounty shouldn't make him a yonko at that time , the fact that blackbeard says that his haki was getting stronger during impel down arc means that he also considered luffy as a threat.
Underestimating is a big problem for big pirates and marines. From this pov, Akainu and Shanks are the only two that don't have this problem and it's also one of the reasons why they are among the strongest
Yeah, Smoker put hella respeck on Luffy name, and i like the parallel of seeing Roger up there and then Luffy, and recognizing the same dauntlessness. Though i also feel Smoker is like Magellan, being efficient at his job, it's just Luffy is taking an L and recovering, or he's just the one that made it when no one else did.

Here’s another thing to consider, I don’t think that Rob Lucci was underestimating Luffy when they fought. Especially not when he first clashed with Luffy and got an initial estimate of Luffy’s strength and skill. Lucci recognized that he only had 3 skills that could effectively damage Luffy and one of them required him to transform to use. Lucci is a relatively levelheaded fighter and he has a lot of experience on the battlefield and as an assassin, he made a name for himself when he was 10. He was very confident in his abilities with good reason. Remember, Lucci actually was exclusively focusing on his mission to capture Robin, and he recognized that Luffy would be the biggest threat for the mission failing at the time, after all, you don’t get a bounty of 100,000,000 in such a short amount of time for nothing.
Other characters that I think did not underestimate Luffy are Rob Lucci and possibly Katakuri to lesser extent. Most other people that fight against Luffy make the mistake of fighting him until he is able reach up and pull them down to his current level. Once that happen he just beat on them until the are defeated.
Well the thing is with crocodile is that croc won their first match up with luffy so i dont think he really underestimated him if luffy didnt get saved by robin the that wouldve been the end

They're always underestimated
Katakuri didn't seem to be either, even admitting himself that he was taking Luffy seriously.
Kaido didn't underestimate luffy, he underestimated everyone. As soon as he beats the tar out of someone he tends to think they're never an issue again.
He did it with the kozuki family and their retainers, he did it when he cut off orochi's head (orochi trying to turn onigashima into a bomb would have ruined much of his plan), and he did it not only with luffy but all the worst generation and their crews.
Once he beat them he never considered whether they could hurt his operations after he asserted dominance over his foes.
Not gonna lie, when Luffy just nonchalantly stopped Doflamingos foot, it definitely felt like a 'i heard you wuz talkin shit!' Moment.

We need more of the side characters like Smoker and Coby. One of the weaknesses of One Piece is how it doesnt actually develop any of the characters besides suddenly becoming good, or obtaining some massive power-up by explaining that they've been training off screen for months

Doffy tried his best not to underestimate Luffy, but I think his god complex from both Trebol and his heritage as a Celestial Dragon made him think he always had the upper hand. Plus, you have to keep in mind that his empire fell in a day. Can’t really gauge your enemy in such a short time, especially if they went off the radar for 2 years since you last saw them.
And all Luffy just wants is to be a pirate!! He is pure, and keeps his innocence about him, that thusly allows him to have the courage to grow and develop from each battle.
Doflamingo actually said he doesn’t underestimate him and that’s how everyone else got defeated by him 😂

Fun Fact: Doflamingo actually is the only actual villain to not doubt Luffy's actual ability. He deemed Law a greater threat to everything he built but he knew that Luffy would never leave that fruit behind. Luffy just simply couldn't ignore it and Doflamingo was actually right but Sabo being there was the reason why his plan failed.
Smoker was also probably the first person to put together the Monkey D. connection when he got stopped by Dragon. At the very least, he was the first person to know that, for whatever reason, the most wanted man in the world had a vested interest in Luffy's success, and that alone is enough of a red flag that ANY marine with any sense should be on Luffy's heels 24/7
I got the feeling that Smoker respects Luffy, and sees he's not a typical pirate like Roger. Smoker's inaction to capture them in Alabaster after he defeated Crocodile, and helping them on Punk Hazard proves it. Luffy changes things for the better. Smoker's sees that, and is following him to bring those defeats to justice. That's what I get from watching it.

Although calling him an 'opponent' is questionable, the true first person to not underestimate Luffy was Garp. Who knew good and damn well how this story was going to go if his boys decided to be anything BUT prodigy Marine recruits. That man knew EXACTLY how dangerous his grandkids were.

I think that the few ones who did not underestimate him were Smoker, Magellan (who realized the threat of a possible breakout and tried his hardest to kill him) and Katakuri

Although blackbeard said before that his 1.5b bounty shouldn't make him a yonko at that time , the fact that blackbeard says that his haki was getting stronger during impel down arc means that he also considered luffy as a threat.
Underestimating is a big problem for big pirates and marines.
From this pov, Akainu and Shanks are the only two that don't have this problem and it's also one of the reasons why they are among the strongest
Yeah, Smoker put hella respeck on Luffy name, and i like the parallel of seeing Roger up there and then Luffy, and recognizing the same dauntlessness.

Here’s another thing to consider, I don’t think that Rob Lucci was underestimating Luffy when they fought. Especially not when he first clashed with Luffy and got an initial estimate of Luffy’s strength and skill. Lucci recognized that he only had 3 skills that could effectively damage Luffy and one of them required him to transform to use. Lucci is a relatively levelheaded fighter and he has a lot of experience on the battlefield and as an assassin, he made a name for himself when he was 10. He was very confident in his abilities with good reason. Remember, Lucci actually was exclusively focusing on his mission to capture Robin, and he recognized that Luffy would be the biggest threat for the mission failing at the time, after all, you don’t get a bounty of 100,000,000 in such a short amount of time for nothing.
Other characters that I think did not underestimate Luffy are Rob Lucci and possibly Katakuri to lesser extent.
Most other people that fight against Luffy make the mistake of fighting him until he is able reach up and pull them down to his current level. Once that happen he just beat on them until the are defeated.

Well the thing is with crocodile is that croc won their first match up with luffy so i dont think he really underestimated him if luffy didnt get saved by robin the that wouldve been the end
Blackbeard also didn’t underestimate Luffy when they first met. When he heard luffys head was only 30mil, he was shocked because he knows luffy should be more. When the new wanted poster showing luffy at 100mil. Blackbeard agrees with it more.
