Well for now I have 45k population and 6k unemployed citizens but my employment rating is 57%, what's wrong?
I have enough electricity, water and I built hotels omega, factories and offices obviously

Nvm, I kept building olny offices until I had serious lack in employment and it repaired itself. Happiness from 96% to 100%
