    At the halfway point of the 2030 Sustainable Development Goals, a staggering 670 million individuals continue to endure extreme poverty. Although social protection was expanded in response to the COVID-19 crisis, Launch event: “The Playbook on Digital Social Protection Delivery Systems: Towards Dynamic Inclusion and Interoperability”
    4 billion people still lack any form of social protection. Delivering social protection programs in a progressively digital world calls for a big picture, systems-thinking approach to building shared infrastructure that functions in a whole-of-government way. Sectors have a critical role in creating national digital public infrastructure (DPI) and digital public goods upon which other structures (public and private) should be able to build further. Such a vision is necessary from a social protection delivery perspective but also comes from the nature of data exchanges across organizational and political structures, and the aspiration of providing adequate, comprehensive, and sustainable social protection for all members of society.
    Digital social protection delivery systems (DSPDS) personifies a DPI approach for social programs with intertwined investments in multiple public service platforms. DSPDS help governments to answer several fundamental questions: (i) Who is who? (ii) Who is in need? (iii) Where are they? (iv) How will they be paid or reached? and (v) Who has received some form of assistance? Building DSPDS to be interoperable across government enables the articulated delivery of social protection policies, exploiting complementarities, and reducing redundancies among different programs.
    This webinar launched the interagency Playbook on Digital Social Protection Delivery Systems: Towards Dynamic Inclusion and Interoperability, offering a modular DSPDS framework for a holistic approach to data management, analytics, and decision support to scale-up the delivery of social protection to people. The Playbook comprises a Guidance Note and an Assessment Tool designed for social protection policymakers and practitioners and it provides an in-depth perspective of the information systems that underpin the delivery of social protection with a focus on the data, processes, technologies, governance, and performance criteria involved in the design of such systems.
