For my fellow english speakers (and those that didn't watch the stream), Quackity made a proposal to Cucurucho asking to collaborate with the federation. He gets to sell illegal materials to fellow players, be the only one to sell these items, keep the all money, and for the federation to give back Tilin. In return Quackity gives materials to the federation and also something else(I couldn't understand some of the writing and too lazy to ask google), he also wants this to be kept secret from the others. TILIN IS COMING BACK :D
And then there’s c!Rubius, who promised to bring Juanaflippa back and then immediately dipped for several months lmao

he did, one of the rules that he broke was having more than 2 rows of hearts. so you see later on, after cucurucho gave the anti-vessel, Quackity's rows of hearts became one row only
