Ron hates living by anybody else's rules, but ultimately respects anyone doing their job passionately and to the best of their ability. Thats why Ron respects Mark, and also Leslie, because while he despises what they stand for, he respects their right to care about it if it means they work hard for it.
Ron hates lying. And the scenes where Mark asks Ron if he's kept everything up to the code, he pauses a pause. Coz he doesn't want to lie. I love how they kept Ron's character consistent, even though it's much later in the show where he reveals he hates lying.
I feel the easiest way to convince ron to make the changes would have been to say if the Swanson standard for quality and pride in ones property is that far below government standards then that's fine, and Ron would have them all done within the hour.

probably the kind of person that during the hunting episode(where Ron get shot in the head), would freak out when he learns that Tom doesn't have a hunting license. Or like making safety drills...or improve that simulation about pandemic (in that episode where Jamm forces the characters to have this mandatory drill about a pandemic...i don't remember the title, and my english isn't perfect XD)

I really miss Mark. He was one of my favorite characters on the show. The straight man, a beautiful contrast to all the craziness of the main characters.

There was basically a rotating straightman, when Ben was being weird, either through nerd stuff or family issues, another character like Tom or Ron would be the straightman, otherwise Ben would be the straightman whenever Tom or Ron were being weird. It kept his character interesting while keeping some grounding in the show. That may have been the issue with Mark, he had few flaws and his only quirk was that he could get a bit too mean.
I wish they could have given Mark more character moments like this. It would have made him more likeable. Instead they did the whole love plot with Ann the fact that he wanted to marry her but she didn't really made us not like him even more.

There's a noticeable similarity between when mark bandanowitz told Ron to shut up and got a Ron Swanson canoe and when DeAngelo yelled at Dwight....they both respect strong leadership.
It takes skill to get something like that from Ron Swanson. But what mark actually lacked was an interesting trait like others. He was not dorky like Leslie, charismatic like Donna, boastful like Tom, weird like April, stern like Ron, stupid like Andy, adorable like Ann, upbeat like Chris, nerdy like Ben or dumb like Jerry. The man was purely normal and it didn't bother the audience when the show crew wrote him off.
I honestly liked Mark. Sure I, like Ben better because he was better written as a character and had a great evolution but honestly Mark isn't too bad. He was a more simple character and he was really funny in a different way, being almost the only "normal" person between the crackheads that are April or Leslie. In a way he is like Ann or Ben, often calming down the others. I'm still glad he left after season 2 because his character was starting to get repetitive but he was a good cast member.
Mark was the show’s most underrated character, and it gets on my nerves that everyone pretends that he was some blight on the show when he was actually a pretty funny straight man. He was phased out because the creators decided he didn’t fit into the show’s new vision and gave him nothing to do, but when he got moments they were actually pretty funny.
I mean, I ain't no government boy. But in this case Ron really should've just shut up and do work instead of trying to justify listening to the government.
I think that Mark was the only person that would boldly tell Ron to shut up and Ron would listen to.
