These small medals are awarded to the top 3 men in free skate alone. Yuzuru was 2nd in free skate, 3rd overall. So he got a silver small medal and a bronze normal one.
They have small medals for sp/fs at worlds + junior worlds and the European championships as well. Honestly, I'm not sure why, there's probably some history behind it but I never really delved into it.
